[Comm2011] Target Processor changes

Dear all,

The Target Processor web service had some update the last weeks.

* Usage of templates customized for OmegaCAM
* "Specify Target" form redesign; filter and template data grouped per 
row, the windows with observations sizes with the amount of data
* Show description of quality_flags, if set
* Windows pop-up mechanism; overlib is replaced with cluetips
* Small and minor changes in text and layout

When there are no bugs or complaints, I'll make the changes AWBASE in a
