[Comm2011] more twilights needed

I think we got 4 i' twilight flats yesterday morning. There are still a few
problems with the twilightflat template. The implementation of the Tyson &
Gal(l?) formula is slightly wrong. You must request a certain exposure
level in the template, and if you want 20000ADU during morning twilight you
have to request 10000ADU, and during evening 40000ADU. ;-).

Further, we try to get 5 exposures per template, but the template inserts
an extra first exposure of 2s, which is used as input to estimate the
exposure times required.

The template currently asks confirmation if the estimated exposure time is
> ~60s. We did that this morning for r' and another bug surfaced; the
exposure time was stuck at 60s, and so the exposure level got higher and
higher.
We did get a proper g' template, except for the 2s initial exposure. I hope
we can change the code so those initial flats are handled as independent
exposures, or throwaway stuff.
