[Issues] Configuration files in Env['baseconf_dir'] should go to opipe/astro

Configuration files in Env['baseconf_dir'] should go to opipe/astro.

It is now necessary to copy several (SExtractor) configuration files to
Env['baseconf_dir'] for the pipeline to work.
If these files would go to, for example, opipe/astro/config, the installation
of awe and remote processing would become simpler.
In addition the files are put under more strict configuration control, as
they can now come from anywhere.
Env['baseconf_dir'] would then point to opipe/astro/config by default.
