[Issues] LDAC errors

Hi All,

Fixed by Ewout in $AWEPIPE/astro/main/AstrometricCorrection.py and
$AWEPIPE/astro/main/AstrometricParameters.py.  Output now includes a
message in the exception stating the LDAC error and the filename of the
associated *ScienceFrame.  This should allow for easier visual and script
parsing of the error and associated filename.
