[Issues] Astro-Wise database up again

Dear Astro-Wiser,

The Astro-Wise database is available again after today's hardware checks
and battery replacements.
The database and webservices are available again, but note that performance
is currently suboptimal because one node failed and could not be restarted
until now. For most databases uses you may notice a slight decrease in
performance until the node has been repaired.
