[Issues] Groningen database unplanned downtime - update

Dear Astro-Wiser,

As a consequence of an entire storage node failing this morning the
Groningen database could not be made available by noon. The hardware
provider does not appear to have manpower available to repair this before
Monday, July 14th. We are looking into the possibility of making the most
recent incarnation of the database available read-only to some users.
