[Issues] (Un)planned downtime and dpu change for new hpc

Dear Astro-Wisers,

there is at the moment an unplanned downtime of the dataservers. There appear to
be problems with the underlying file system again.
We also would like to announce a planned downtime of this filesystem
for December 1.

We also changed the default dpu (dpu.hpc.rug.astro-wise.org) to point
to peregrine
instead of millipede. The millipede dpu can be used (al least untill
December) via
dpu.hpcold.rug.astro-wise.org.
