[Issues] Git and Python 3 migration completed

Hi,

We are happy to announce that we have completed our migration to Python
3. At the Kapteyn Institute the default Astro-WISE environment now runs
Python 3.

Additionally we have moved our code repository from CVS to GitLab
(https://gitlab.astro-wise.org).
