[WP3] dbawutil, python and oracle

I have made a few changes to the htm checkout and aw_util package. The 
changes are in the latest htm and opipe  checkout. To install these, 
first update the htm checkout and build the _ohtm.so (for oracle) and 
_htm.so (for python). Copy these to their final destinations and then 
run the dbawutil script in opipe/Toolbox.
