[Comm2011] wrong ccd layout on quality page

Hi Jeffrey,

The ChipLayout module that made this plot uses the HeaderTranslatorOCAM 
module to define the default layout.  The layout that we have been seeing is 
the "through the dewar window" layout with ESO_CCD_#65 in the lower left 
corner.  This is not the layout in the HeaderTranslator as it uses the 
expected "on-sky" layout with North up and East to the left (with 
ESO_CCD_#65 in the lower right corner).  The only difference is that the 
layout is mirrored along the X-axis.

This is actually quite important to note as all of Ewout's plots and tables 
in his reports use the former layout and all the current schematic plots 
(e.g., in the wiki or on Quality-WISE pages) use the latter layout.
